THE CONSTITUTION OF THE CENTER OF DEMOGRAPHIC STUDIES OF SHIRAZ UNIVERSITY
The first article – objectives:
The investigations and researches about population problems are attended by different organizations in the Islamic Republic of Iran. These investigations are particularly important for those institutions and organizations that are directly in cantact with population problems. Therefore the center of demographic studies has been established in shiraz university with the objectives of doing researches in both the fields of theoretical demographic problems and malignity of population autgrowth in Iran. This center is one of the subdivisions of the social sciences’ research center of shiraz university and hereafter in this constitution it is called as “ the center”, for the sake of brevity.
The Second article- Duties:
1-Accomplishment of the fundamental, applied and developmental research designs in the field of population problems.
2-Accomplishment of scientific and research consultative services in relation to intended research programms.
3-A: Scanning and identifying the various requirements of the intended research programms in different scientific and investigative fields.
B: Trying to make the best use of existing facilities towards planning for proportional and relavent research designs, in response to identified requirements.
4- Accomplishing the necessary activities for utilizing the research outcomes in administrative tasks.
5-Establishment of an active and compentent communication with scientific communities and research institutions, both at national and international level. This is done by means of organizing scientific congregations, give and take of researchists, or accomplishment of Joint research projects.
6-Establishment of Harmonious and competent communication with authorized innovator experts in scientific and research centers throughout the state.
The third article- The pillars
The pillars of the center consists of:
A)The vice- principal of the center.
B)The research council of the center.
A)The vice- principal (mode of selection):
The vice- principal or the head of the center is selected from among the faculty members who are experts in the related fields of research. He/she is suggested by the principal of the social sciences’ research center to the research vice- chancellor of the university and is assigned by his/her edict for the period of two years.
Duties of the vice- principal:
1-Codifying and suggesting the organizational chart of the demographic center.
2-Administering all the affairs of the center.
3- Establishing interrelation between the research council of the center and the university research committee.
4- Accomplishment of the duties that are devolved from the side of the chancellor and the vice- chancellor of the university.
5- Providing the necessary facilities for advancement of the research council’s suggestions and view points.
6- Co- operating with different state organization in the fields of population issues and problems, by observing the shiraz university ordinances.
7- Communicating and Co-operating with international centers of population for reciprocating information and for accomplishment of joint projects with regard to pertinent legal requirements.
B) The research Council:
The research council of the center consists of the following elements:
-The research vice- chancellor of the university or his/her representative,
-The principal of the social sciences’ research center,
-The vice- principal of the center,
-Four faculty members of shiraz University with needed specialization.
These members are selected and suggested by the principal of the social sciences’ research center to the research vice- chancellor of the university and are assigned by his/ her edicts.
The most important duties of the above mentioned elements are as follows:
1-Giving guidance and suggestion to the vice-principal of the center for providing the administrative programms of the center.
2-To succor the interrelation between the center and the faculty members of the university for gaining their co-operation in accomplishment of research designs and projects.
3-Scanning and ratifying the designs and the scientific and research projects, submitted to the center.
The first proviso: The membership of the faculty members in the research council of the center lasts for two years and it can be extended repeatedly.
The second proviso: The vice- principal of the center is the head of the center’s research council.
The fourth article- the organizational chart and administrative affairs:
1-The center is administered by the research vice- chancellor of the university.
2-The center is financially self- governing.
3-The closedown of the center depends on the suggestion of the center’s research council and the ratification of the university high board.
4-In the case of closedown, all movable and immovable properties and belongings of the center will be subsumed within the properties of shiraz university.
5-Any change in the content of this constitution is possible if the research council of the center suggests it and if the high board of shiraz university ratifys it.
The fift article- the financial sources of the center:
1-Every year, after legal formalities, there is a budget that is assigned by shiraz university.
2-The incomes that are earned by giving services to organizations and institutions.
3-The incomes that are earned by accomplishing research, educational , consultative and service projects.
4-Cash or illiquid contribution from real or legal individuals.
5-The incomes that are earned by conducting workshops and deuctional courses.
The proviso: The administrative and financial affairs of the center are managed according to it’s ratified organizational chart. This chart is prepared according to financial, transactional and recruiter rulebook of shiraz university.
This constitution contains five articles and three provisos and is ratified by the high board of shiraz university at the data of December 2005.
