Unfortunately in the past, there existed no comprehensive planning for promoting, breeding, training entrepreneurship or supporting entrepreneurs. However, in the third economic, social and cultural development planning of the Islamic Republic of Iran, the issue of entrepreneurship and especially the issue of educating entrepreneurs attracted special attention and special project funds in the form of program and the state’s annual budget plans development were assigned for it.
Since the third development planning’s approval, this project was introduced in the Ministry of Industries and Mines, Ministry of Agriculture, Ministry of Health and Medical Education Ministry of Science, Research and Technology and Jihade Daneshgahi.
In the Ministry of Science, Research and Technology this project was submitted to the Educational Assessment Organization and started its work under the title of Karad: The Project of Developing Entrepreneurship in the State’s Universities. In the following paragraphs Karad’s goals, programs, and credit structure are briefly explained:
O 2-1) Objectives of Karad: Because of the importance and role in the development of entrepreneurs in the past two decades, special educational programs in diverse forms are presented in developing and developed countries’ universities. The main purpose of implementing this project by the Ministry of Science, Research and Technology and the National Education Assessment Organization has been to develop and make successful entrepreneurs. But because this concept is a new one even for the professionals, promoting and encouraging students in research entrepreneurship subject is one of Karad’s main goals:
Promote, encourage entrepreneurial spirit and culture in academic societies.
Encourage and attract academic community to entrepreneurial training courses.
Develop detailed research on entrepreneurs, entrepreneurial projects, environment and space for entrepreneurs and other related fields, considering the conditions and requirements of Iran.
Notifying academic community about entrepreneurship, entrepreneurs and their role in economic prosperity, job creation, and prosperity.
O 2-2) Plans and strategies in Karad: to achieve the above objectives the following programs and strategies are considered:
Giving financial support, counseling and giving necessary information to establish entrepreneurial activities of students.
Promote and encourage students on the verge of graduation in order to create familiarity with entrepreneurial businesses, with the implementation developmental programs such as seminars, workshops, programs, video and advertising.
Providing entrepreneurship training in the form of seminars and specialized workshops, courses and creating entrepreneurial field.
Training instructors and professors in entrepreneurship education.
Planning, developing and supplying content and tools and entrepreneurship training facilities.
Identifying, selecting and encouraging selected entrepreneurs of the year and holding entrepreneurship festival.
Transferring knowledge and research achievements related to entrepreneurship, from abroad into the country, in cooperation with Entrepreneurship research centers and universities and educational institutes.
O 2-3) Karad’s structure plan: In this part Karad’s structure plan is briefly mentioned
O 1- Council Entrepreneurship Center; this council is formed for policy making, guidance, support and monitoring implementation of the optimum project of Karad. It is composed of some organizations: ministers of Science, Research and Technology, Industries and Mines, Agriculture, Health and Medical education, Post, telegraph and Telephone, Head of Economic Affairs and Finance, the director of the Management and Planning Organization or their authoritative representatives and other experts who are familiar with the subject of entrepreneurship.
O 2- Karad’s secretariat which is located in the organization of training evaluation has been formed and it consists of Academic Council and Executive Committee.
O 3- The University’s Entrepreneurship Committee: it is Karad’s organizational unit that is formed in each university for doing research, promotion and education.
O 4- Entrepreneurship Center: it is Karad’s main operational unit that acts under the supervition of the dean and is the policies’ executors, plans, and Entrepreneurship Committee’s legislation
O 2-4) Karad’s financial resources and credit: Karad’s credit and its implementation budget will be determined in the annual budget after exchanging agreements with the Management and Planning Organization. For example, in 1379, Karad’s agreement was assigned to the National Education Assessment Organization by the related ministry, after the exchange of expert work budget and finance staff was decided and in it and the credits of the executive universities were included. The same procedure happens every year and the credit is more or less assigned like this
It should also be mentioned that in the budget law for the years 1379 and 1380, a particular credit has been considered to Entrepreneurship and ministries related to the subject (including the Ministry of Industries and Mines, Ministry of Agriculture, Ministry of Health and Medical Education and Jahade Daneshgahi)
A brief review on the performance and development of entrepreneurship development project at the universities (Karad)
In this part some of the important activities done within the framework of entrepreneurship development project at the universities (Karad) until the end of Tir (July) 1380, are presented:
O 3-1) Planning Staff
The fifth development programs in our country after the glorious Islamic revolution, is the manifestation of regular effort and bustle, and integrated plans for the fulfillment of social, economic and cultural goals, according to their priority and also with a particular attention to the problems of each period.
Master Plan for the development of entrepreneurship is followed in several ministries including the Ministry of Science, Research and Technology, Ministry of Industries and Mines, Ministry of Agriculture, Ministry of Health and Medical Education and institutions such as Jahade Daneshgahi. Now the part which is related to Ministry of Science, Research and Technology is due to its close relationship is assigned to the National Education Assessment Organization. So far the following items have been the organization’s main activities:
Settling educational activities, studies, and executive staff in technical assistance projects and research organization
Organizing the initial project planning committee with the presence of the president, vice president of Engineering and Research and a group of experts as well as Dr. Seyed Mohammad Etemadi, the Director General of Higher Education Management and Planning Organization and Dr. Mahmoud Ahmadpour a faculty member at the Amirkabir’s University of Technology and the experts in the field of entrepreneurship.
Setting the initial proposed regulations for developing entrepreneurship at the state’s universities (Karad).
Organizing Karad’s executive committee with the presence of the Technical and Research Assistant: Dr. Ahmadpour and a group of faculty members and the Organization’s experts for the purpose of coordinating and following-up the executive affairs of the project.
Organizing Karad’s scientific committee in the organization with the invitation of a group of experts (members of the Executive Committee plan, Dr. Adlazar, Dr. Seyed Alireza Feyzbkhsh, Dr. Etemadi, Dr. Azarhoush and Dr. Rezayian)
Planning and continuing the project in three main branches of promotional, educational and research while focusing on entrepreneurship education categories.
Studying and final reviewing of Karad’s regulations regarding the announced comments of the project’s executive universities at the Project’s Scientific Council
Sending entrepreneurship curriculum and entrepreneurial management degree to the Supreme Council for Planning, and reflecting it to the Department of Humanities for approval and acceptance.
Organizing seven meetings with the presence of the council members for studying and planning Karad’s promotional, research and educational activities.
Planning public and specialized workshops and seminars on specialized and general issues.
Planning and holding a joint meeting with several administrators (Head education and research) in some universities, including Art University in 16/2/80, Shahid Beheshti University in 16/3/80,and Tehran University in 26 / 2 / 80.
(3-2) Organizing workshops and seminars on entrepreneurship:
In the planning stage in scientific and executive committees of Karad, specialized and public workshops and seminars are held as a tool for developing and teaching entrepreneurship. Some of the held seminars are mentioned here:
The first workshop of the heads and research vice presidents of executive universities was held on March 18th, 1379, in the Organization of Educational Measurement, with the head of the organization, Dr. Hossein Rahimi, the General Director of Higher Education Office of Management and Planning Dr. Etemadi, the General Director of Planning, Budget Ministries, Dr. Shams and ... with the aim of familiarity with the subject of Entrepreneurship and Karad.
The second workshop and meeting of Karad was held on March 25th, 1379, in the Organization of Educational Measurement, with the presence of educational, research vice presidents, heads and experts of industrial and management universities, with the aim of design and familiarity with under the subject of entrepreneurship and Karad.
Meeting of Executive Committee members with officials (President and deputies) at the Art University in 16/2/80, for familiarity of the university's role in promoting the project.
Meeting of Executive Committee members with officials (President and deputies) at Tehran University in Tehran in 26/2/80 for getting familiar with the topic, dialogue and the importance of Tehran University to promote entrepreneurship
Meeting of Executive Committee members with officials (President and deputies), at Shahid Beheshti University in 16/3/80 for communication and learning more about the topic and Karad.
The presence of Dr. Pourkazmy and Dr. Dehnavi and in a joint session with Management and Planning Organization, with the presence of Eng. Bonyanian the Cultural, educational and research vice president, Dr. Etemadi, Eng. Fazeli Council of Secretary-employment, Eng. Shrifinasab, the Head of small industries at the Ministry of Industry and other administrators from other areas of Management and planning for coordinating and exchanging ideas in the implementation of a comprehensive of project for developing entrepreneurship in the country.
A Specialized workshop of entrepreneurship was held at Shiraz University in 26/3/80.
A Specialized workshop of entrepreneurship was held at Isfahan University of Technology in 05/04/1380.
Planning and holding a one-day seminar of Entrepreneurship with the presence of entrepreneurship committee members
Planning for participation in the Seventh Conference of educational deputies of universities and higher education institutions in Shahrood and presenting Karad’s programs
(3-3) Preparing films, tapes and entrepreneurship software:
To promote and educate entrepreneurship, introducing successful Iranian and international entrepreneurs and portraying relevant subjects, some films, videos and possibly some software related to Entrepreneurship are prepared and given to those who are interested. Some of such activities are:
Preparing the film, "Sky Dayton" the successful foreign entrepreneur in 1999 in the original language
Preparing and distributing the entrepreneurship documentary "Bill Gates" in the original language.
Preparing and distributing the Iranian entrepreneurship documentary "Akbar Juje"
Preparing and distributing the film, "Sky Dayton" the successful foreign entrepreneur in 1999 in Persian language (dubbed).
(3-4) Creating an entrepreneurship site (Home Page):
Another appropriate and modern means, in accordance with the technology of the modern world, is creating a home page for promoting entrepreneurship, facilitating research and development of remote entrepreneurship education range and other goals. Thus preliminary studies for designing a site for entrepreneurship in Educational Testing Organization was created with this address http://www.Sanjesh.org. It is expected in the next few months, this site will be operating. Also this is Karad’s email address: Karad@sanjesh.org.
(3-5) Buying books, articles and reference sources related to Entrepreneurship:
Since the resources on entrepreneurship issue in Iran is not enough and due to entrepreneurship’s newness and its short history, one of Karad’s main goals has been buying Iranian and foreign books on entrepreneurship—with the cooperation of some universities (especially Amirkabir University of Technology) and its distribution between universities and authorities. In this regard, the following activities have been done so far:
More than 200 editions of the book Entrepreneurship, definitions, theories, and patterns by Dr. Mahmoud Ahmadpour Dariani were bought in spring 1379 were distributed among the concerned authorities in executive universities (especially during workshops, meetings and joint sessions).
Corresponding with the Amirkabir University of Technology to purchase a list of 52 foreign books (Latin) about entrepreneurship.
Corresponding with the AmirKabir University of Technology to buy three books in Farsi for distribution among 13 executive universities, the Management and Planning Organization and the Organization of Educational Testing as follows:
A) The book Entrepreneurial Organizations translated by Jalil Samad Aghaii, Public Management Educational Centre publications.
B) The book Entrepreneurship translated by Mohammad Sadeq Bonyanian published by Institute of Social Security.
C) The book Introduction to Entrepreneurship translated by Siamak Notagh, Basir publications.
